Get an Insurance Quote Before You Firm Up: Flood Risk, Sewer Backup and Past Claims

Quick answer: Your lender won’t fund your mortgage without proof of home insurance, so an uninsurable or very expensive home is a problem you want to find before your offer is firm. Get a real quote during your conditional period (or before you offer). Ask the seller about past water claims, sump pumps and backwater valves, and confirm the policy includes sewer backup and overland flood coverage, which standard policies usually leave out. In Toronto, the city now pays up to $6,650 toward flood protection devices.

Key takeaways

  • Flood risk has pushed premiums up by as much as 20% in some Ontario cities in 2026.
  • Past claims at the address and the home’s flood risk can affect price and coverage.
  • Condo buyers: check the corporation’s insurance deductible. Owners can be charged for it.

Why insurance belongs in your buying checklist

Most buyers spend hours on the inspection and minutes on insurance. That is backwards for some homes:

  • Homes with past basement flooding, older electrical or plumbing, or wood stoves can be harder to insure.
  • Homes in flood-prone areas may only get limited water coverage.
  • Your lender needs proof of insurance before closing. Finding a problem a week before closing leaves you no room.

What to ask the seller (through your agent)

Question Why it matters
Any insurance claims in the last 5 to 10 years? Past water claims are a red flag for insurers.
Has the basement ever flooded or had sewer backup? Even unclaimed events affect risk.
Is there a backwater valve? Receipt and permit? Many insurers give better terms or require one.
Is there a sump pump? Battery backup? Age? Same.
Age of roof, furnace, electrical panel and plumbing? Older systems raise premiums.

Coverage gaps buyers miss

Type of water damage Covered by a basic policy?
Burst pipe inside the home Usually yes
Sewer backup into the basement Usually no, needs an add-on
Overland flood (water from outside, like heavy rain) Usually no, needs an add-on
Groundwater seeping through the foundation Often not covered

Ask each insurer for the limit on sewer backup and overland flood coverage, not just whether it is included. A finished basement can cost far more to repair than a low limit covers.

Condo buyers: the deductible surprise

Condo corporations carry insurance on the building, but their deductible can be large. Under Ontario’s Condominium Act, a corporation can often charge the deductible back to the owner whose unit caused the damage. Ask for the corporation’s deductibles (in the status certificate), and buy a unit owner policy with deductible or loss assessment coverage to match.

Toronto’s flood protection subsidy (2026)

The City of Toronto expanded its Basement Flooding Protection Subsidy Program on May 1, 2026. It covers up to 80% of the cost, up to:

Item Maximum subsidy
Backwater valve (up to two) $1,600 each
Sump pump $2,250
Home plumbing assessment $500
Total possible $6,650

Eligibility rules apply, and permits are usually required. Other GTA cities have their own programs, so check your municipality.

A simple plan for buyers

  1. Before offering: check the area’s flood history and ask the seller the questions above.
  2. During the conditional period: get at least two insurance quotes for the actual address.
  3. If the quote is high or coverage is limited: negotiate on price, ask the seller to install a backwater valve, or walk away.
  4. After closing: install protection devices and apply for your city’s subsidy.

FAQ

Can I add an insurance condition to my offer?
Yes. It is less common than inspection or financing conditions, but it is possible. Your agent and lawyer can word it.

Does a past claim stay with the house?
Insurers often ask about prior losses at the address as well as your own history, and both can affect your premium.

Is flood insurance available everywhere?
Overland flood coverage is widely offered as an add-on, but limits and prices vary a lot by location.

Selling? Protection devices add value.

Backwater valves, sump pumps and receipts reassure buyers. Let’s plan your listing.
